parseAddressing: first @CrowName (case-insensitive, trailing punctuation stripped) that names a nest member becomes to; an unknown handle stays literal text.
Addressed-crow-must-respond: a request to a member crow triggers a reply through Flock.ask with a KIND: claim/deliver/decline contract. Non-responsive reply → retried once with a stricter prompt; still non-responsive → the crow gets a Sentry flag (no fake reply posted).
Deliver goes back to whoever requested: claim/deliver/decline with no explicit to inherit the author of the message they refers_to.
decline added as a crow-postable kind in EVENTS.md; MockBrain answers nest requests responsively.
