MessageStore.FirstClaim — the first claim author against a referent.
POST claim now: if the referent's mode is not conspiracy and it is already claimed, 409 naming the owner ("review it instead of redoing it"); the refused claim is not stored. Conspiracy claims all accepted.
Split subtasks are solo requests pointing at the parent, so each subtask arbitrates its own first claim.
