Flock.ClassifyDivergence — a noul question (restates_earlier) under flock guardrails, probability logged (Kind:"divergence").
After any deliver that answers a request with earlier delivers, the harness asks Jev; above the band it appends a nudge addressed to the restating crow. The deliver stays (nudges never silence) and at most one nudge references any message (no loop, per the #4 rule adapted to messages).
The nudge path spends no model tokens (verified by a Budget).
