serviceRoles gains Quill; @Quill <request> triggers respondQuill (quill.go): one in-character deliver back to the requester through Flock.ask with a quill-reply budget.
EVENTS.md: service-role lines now cover Quill (never a member, flying/landed fire, not in the 8-crow roster).
CHATROOM_SPEC 13 q1 recorded as decided: Quill (assistant), Boss (COS).
